Its only 77-78mb on 11 Pro Max coming from 13.1.1. Looks like just emergency fixes per the MR homepage.

iOS 13.1.2 includes bug fixes and improvements for your iPhone. This update:
- Fixes a bug where the progress bar for iCloud Backup could continue to show after a successful backup
- Fixes an issue where Camera may not work
- Addresses an issue where the flashlight may not activate
- Fixes a bug that could result in a loss of display calibration data
- Fixes an issue where shortcuts could not be run from HomePod
- Addresses an issue where Bluetooth may disconnect on certain vehicles

This should be the first software update that the Watch will be able to install on its own, instead of needing the iPhone. So far, it seems to be working like that, though the download is progressing just as slow as ever ;-)

It might be possible to speed it up if using WiFi

So that’s 8 days and 3 different iOS versions. No wonder we don’t have a new beta. I saw a app developer who said that his web analytics showed people using 13.1, 13.1.1, 13.2 and 13.2.1. Lots to come it would seem.
So now with today’s update we are at 11 days and 4 different iOS versions. Really hope 13.2 is coming soon.
