Many devices (Ipad Mini 2, etc...) didn't make the cut for iOS 13. This is likely a security update for them.

for devices who can’t upgrade to iOS 13, because there device does not support iOS 13.

So that’s 8 days and 3 different iOS versions. No wonder we don’t have a new beta. I saw a app developer who said that his web analytics showed people using 13.1, 13.1.1, 13.2 and 13.2.1. Lots to come it would seem.

The company that writes the software seems to have quite a few employees who test software long before it is released in public channels or to developers.
