Why is everybody thinking, there will be a 13.3.2? Are there any major issues that would require it (no, not talking about mail )?

I would say 13.3.2 would be saved for any unforeseen bugs or security issues found after 13.3.1's release. Hopefully the next official release will be 13.4.
