Plenty of time (and money) but why would they want to? It would not increase revenue, doesn’t increase hardware sales and might harm iOS 14 and Apple’s future sales.
How would a 13.5 harm 14 or future sales? Just curious...

By putting resource in the wrong place. 14 would be less perfect, people would be even more disenchanted with Apple’s capability to deliver working product.

Now tell me what 13.5 would give you and how it would advance Apple?

Considering that Apple nets substantial profits from iTunes store sales and Music subscriptions, it's difficult to understand why they have released Catalina, causing so many people so much grief with their music processing, (and now I'm seeing problems reported on IOS/iPadOS 13.4), and not fixed the situation. I'm quite comfortable with Mohave and 13.3 until these forums stop telling me my huge music collection,17,000+tracks, is endangered by their "upgrades". It will be interesting to find out what happens with the next "upgrade" after .5.

There were times where we had a new major release at WWDC but also a point release for the current major release as a beta... 2 simultaneous betas.

It absolutely can happen. I don‘t expect 13.5 though because iCloud Folder sharing was the last big missing puzzle from the 13 reveal.
I do expect patch releases for 13.4 though.

We will most certainly see another beta release before WWDC. In years past, we’ve seen a new beta at the end of March or early April. iOS 12.3 beta 1 was released on March 29th, iOS 11.4 beta 1 was released April 2nd, iOS 10.3.2 beta 1 came out on March 29th, and iOS 9.3.2 was released April 6th. We will see a new beta within the next week because we need to have something to test before WWDC (why would Apple not ask for feedback from us on any upcoming software for the next three months until WWDC? It’s a wasted opportunity. Even if it’s just a bug fix update, the more Radar’s they receive from us beta testers, the better the software becomes).

As for wondering if it will be 13.5 or 13.4.1, my bet is 13.4.1 (or even 13.4.2 beta if 13.4.1 will be released shortly to fix any bugs from 13.4). 12.3 brought the new TV app, 12.4 brought Apple Card support and 11.4 brought the ClassKit framework along with Messages in iCloud and Airplay 2. Since all of iOS 13’s intended features are now released, the most logical sense would be to give feedback on bug-fix updates until WWDC.

I think at this point they’re going to reserve any 13.4.x or 13.5 updates for security related issues or any major bugs found. Like, major bugs, not minor issues. They’d push any related fix thru the beta channel in the hopes of a quick turnaround to release. No new features at this point, though.

13.4.1 today or later in week for VPN bug etc

Maybe even 13.5 this week. Any security fixes can be beta tested thru 13.5 and then still released as 13.4.1. They’ve included security and bug fixes in betas like that before.

make sure you remove the beta profile if you plan on staying on 13.4

Good. Six months of nothing but bug fixes sounds like a right treat for iOS. I'd like to see them start working with the public beta community a little more efficiently too, starting with 13.4.1.... today.
