They'll be reserved for any bug/security fixes that the beta channel will address first.

Remember they've done the same thing with iOS 11.2.5

Maybe 13.4.5 is for support a (new) ? specific device.

For me, don't need new device, new phone, delayed or not. 2020 has told me to be more responsable than I was. But new iOS version is always welcome.

No, they're providing themselves some leeway in releasing security/bug fixes. if they find a problem, like the VPN issue, it's most likely being addressed in 13.4.5, and then when confirmed that said fix is working, they'll release 13.4.1, and then when another bug is spotted, it'll again be addressed in the beta channel (13.4.5) and then released again, like 13.4.2, with all fixes in the beta channel applied to the release channel...
