look like iOS 12.4 final today.

If it arrives with Apple Card, then perhaps the new Beta 5 will follow today or tomorrow to include it.. Unless they can just turn it on server side for beta 13 users.

I have to seriously question the logic in this. Since the beta track — especially the developer preview track — is for testing the OS and intended for developers to test their apps against it, it seems totally illogical to me that Apple would update it at this early point to include access to a new product offering.

Of course, I've been wrong before.

I do not think we will see weekly updates for 13 year that would mean us getting into iOS 13 beta 13 or 14 possibly which I highly doubt.

according to front page, 12.4 is set to release today. Maybe we'll see something today too.

The beta prior to GM typically stretches beyond 7 days anyway (approx 2 weeks). Even if we go weekly from next week and follow this same approach prior to GM, we'd cap out at around beta 12

if Apple is getting Apple Card out, walk talkie fix and ECG for Canadians I see them releasing beta 5 this week.
They need to fix shortcuts for the watch and homepod. Non of mine work atm with watch os 6 or homepod. Work absolutely fine on iPad and phone with 13..

I highly doubt we will get a new BETA this week. Nothing truly major with BETA'4 and it's too early for weekly releases. But having iOS 12.4 BETA's finally done and dusted will hopefully give more attention to iOS 13 as it feels like development between 1-4 has been rather slow. Sure we get the regular releases ever 14 days, but it almost feels like barely anything has been done in terms of fixes over these past releases.

This could be related to your Shoutcuts problem with watch and homepod:

Shortcuts opened on iOS & iPadOS 13 beta are automatically upgraded and can no longer be opened on iOS 12. If a device with iOS 12 and a device with iOS 13 share an iCloud account, shortcuts might become unusable on the device running iOS 12. (50873839)

Workaround: Disable iCloud Sync between devices running iOS & iPadOS 13 beta and devices running iOS 12.

That does not answer watch os shortcuts though.
