Apple really needs to let us start downloading these over cellular. Especially if we have always allow for apps over 200MB turned on. I shouldn't have to wait till I get home this evening just to download 130MB when I have unlimited data.
It’s the carriers that demand Apple not do cellular updates.

Tuesday this week is 2019-08-27.
Tuesday the following week is 2019-09-03.
The announcement date is likely 2019-09-10, as you say.

Last year:
2018-08-31 (Fri): Last iOS 12 beta (Build 16A5366a)
2018-09-12 (Wed): iOS 12 Golden Master (Build 16A5366) - This was also the keynote date.
2018-09-17 (Mon): iOS 12 official launch date

You'll also note that the iOS 12 Golden Master and the last iOS 12 beta have the same build number, aside from the "a" at the end, meaning the Golden Master build was effectively available in August of last year.

So, given the last beta release was just on Wednesday, there is a reasonable chance that next week's beta will be the final beta and the golden master build, especially if it comes later on in the week, as this coming Friday is August 30.

Will be fairly worrying if next week is the GM considering the bugs still remaining, we also didn’t get a tvOS release this week.

Guess we will see what happens.

I usually don't recommend people installing the x.0 release if they're worried about issues, mainly because 1) There are usually still some remaining bugs and 2) The third parties often don't have their apps updated either. A good safe time to install is often around the x.1 (not x.0.1) release.

I suspect we’ll see more than one more beta. iOS 13 is not nearly as baked as iOS 12 was at this point. We could even see 2 betas this week. But generally I think you are on the right track.

Yes. Possibly 1 more beta, or possibly 2 more betas. 3 more betas is unlikely though at this point, unless they see a critical issue at the last minute.

However, IIRC, the last beta isn't always the same GM build. I believe occasionally, at least for OS X, the GM was a slightly more recent version than the last beta build.

The software is constantly developing, so those “issues” are unavoidable, especially if we bring in third party developers. This is why, after all, we have all the x.1, x.2, etc. releases for the main iOS generations. With some exceptions, they are just cumulative bug fixes. The way I see it, we will never get a “perfect” bug-free iOS, so might as well start with its x.0 (first official release) variant. I am running the latest PB of it on my primary devices and not missing iOS 12.4 at all.

Agreed, but the big issue for many people is actually third party app compatibility. Despite the fact the beta is available for months, it's quite common to see many important apps not get updated until months after the official x.0 release. However, what I was suggesting is that usually by the time x.1 rolls out, these apps have been updated too.

This is actually an issue for me. Some of my banking and VPN apps simply don't work in iPadOS 13, even today, I'm not optimistic they will work by Sept. 10 either. However, I have gotten around it by using web banking instead of the app, and my MacBook for VPN.

Understood, yet this has nothing to do with Apple or the current state of iOS 13. The third party apps will catch up shortly (else they will just perish once iOS 13 comes out) and, meantime, you found some good workable solutions.

It's been a really long time I have felt a iOS-release was this far from being polished and ready for GM yet you know for sure that Apple won't postpone so BETA 9 will most likely be the last until we get a preview of the GM build the week after.

They have to install the GM on a bunch of iPhone 11’s about to be shipped out so they don’t have any more time to keep rolling out betas unfortunately. I’m sure we’ll see 13.x.x out very soon after.

I guess the next beta (alongside with macOS, watchOS and tvOS betas) will be released today, and we will see the last beta (only iOS & iPadOS beta) on Thursday.
