Remember, the event is still 2 weeks out. Time for a beta (or 2) this week and one (or 2) next week, all many days before the event. Then I think the phones start shipping so that should do it.

Add a few days during launch and you’re talking 5, maybe 6, days. Add a day or 2 to flash the final software onto the phones, and you can see that they probably can make changes right up to the event itself, if needed.
But, as has been pointed out, Apple is not dependent upon public feedback for its software and probably already has a GM candidate. The public feedback will likely only be needed to identify showstoppers and work up a list of issues for 13.0.1 and 13.1 to address.
