As various discussions about that sort of thing show, no one would really know, but the likely most common guess would be sometime in the next week or so (barring any unexpected issues).

Yes, to install the RC version the beta profile is needed or you can download the IPSW file from their dev site and install it via computer.
Might not even take that long. With the way things have been released we could prob see the public beta be released at 4pm
Yup, 14.4 should go public next week, at the latest 2 Tuesdays from now if there's no tragic bugs found.
It seemed like that question was more about the actual final public release.
That said, as far as public beta goes, looks like the RC has already been released to the public beta (as well as the developer) community.

That’s just an assumption based on apples release history. It’s probs will be right but who really knows.
It’s gonna be this week for sure but there could even be a RC build 2 like last time it’s hard to say, I’m running the RC and to be honest it’s no different than 14.3
Same it’s not great I hope this isn’t the final and they put out another RC build
Still got the stuttering issues sadly on the RC. iOS 14 started so promising and now it’s a dog like iOS 13 was.
