My guess is they left the 10am pacific slot open for a possibility for 14.1 Dev beta 1 to be released but didn't and always planned on releasing iOS 14 at 1 pm pacific.. its 2020 anything is possible ...

Hey, I think you can be as impatient as me, lol. I ended up grabbing the public beta and it's worth doing if you want it now. I told myself I wouldn't get beta anything this year, but I went for it. But the good news is that downloading the beta doesn't say that it's beta (like it would say iOS 14 build 8 or something). This just straight up says iOS 14 on my phone, iPad, and watch. I guess that's because it's the gold master that's identical to release. Just wanted to share. 🙂
