In Messages contacts, "Call" is greyed out if the sender of the message is alphanumeric (for example a company sending you a text telling you "Your order is ready for pickup" or stuff like that).

If only "Video" is greyed out, that contact doesn't have FaceTime activated (or doesn't have an iOS device). Or specifically yesterday, it could be due to the iCloud outage that happened.
Nope! I see the call option for everything.

Since installing iOS 15.3 RC my iPhone 12 Pro, I’ve had Wireless fail three times, including just now. Go to Settings -> Wi-Fi, and it shows zero available networks and just a spinning icon next to Networks. A Reboot fixes it, but still. It seems consistent now about every 12 hours or so, but NOT 12 hours after initially installing 15.3, so who knows. My S6 Apple Watch also doesn’t automatically connect to Wi-Fi, but at least all available networks are listed. I filed Feedback.

I’m also seeing some pretty wonky Siri behaviors. Here’s to hoping they’re sorting something out before a release, although I’m not really finding anyone else having the Wireless issues I’m seeing, but have seen a few threads about Siri being worse lately. Fingers crossed.

The WiFI issues has seemed to be more sporadic. Have you been able to see how the phone behaves with a different WiFI network other than your own? I know it would point to a phone issue but I am curious if you would see the same issue with another network. If you can't reproduce the issue elsewhere, it might be your own router. A simple restart of the router may fix it, even if everything else is working. Routers are weird like that, lol.

It seems your phone has way more issues than anyone else’s. It totally ruins the experience. I recommend you do a clean restore and you not restore from a backup & see if any of the issues persist.

I did that with beta 2. Likely do it with 15.3 release.

Crazy thing is that except for some work apps, work exchange, the setup between my 13PM and IPP11 G2 are pretty much the same. Then again I also get nit picky checking lots during betas on the functions / features I use.

For this Contacts issue, didn’t have it in beta 3 yet I do in RC. Don’t have it on IPP11.

Not accurate.
All of these contacts are family or friends. 2 of the three are Android. The one with Video active is my son and he uses a Samsung Note 10. Contacts shown use iOS, Android, Android. Have other iOS / Android contacts where all is showing active.

Now I can click on “Info” and call is available for all three of the examples.

I was going to dig deeper but this is a new bug for me on RC. I’ll see if it persists into the next release.

Yes, I've restarted our Modem/Router as well. But I'd think I'd still be able to see other SSID's available beyond just mine, if it was an issue just with the router. I was able to try another wireless network yesterday evening for a bit, only maybe 5 or so hours, and didn't have any issues ¯\_(ツ)_/¯

Understood. I didn't want to assume that other networks were within range because that varies. Since you already restarted it, that is good. If it were me though, I would still try to test more long term with another network, just to see. You never know with these things. From what I can gather, there were weird connectivity issues with both WiFI and cellular duing the beta of 15.3 but were knocked out at beta 2. At least that is how it seems watching review videos.
 
Is iOS 15.3 on par with iOS 14.8.1 yet as far as performance and stability goes? I'm on an iPhone 12 mini. I'm still on iOS 14.
