Not sure. It was working on 14.7 beta 2 when I backed up my photos immediately before installing 15.0.I am pretty sure that is by design and has been this way for quite some time as long as the icloud photo library function is enabled. From what I remember, if you disable the icloud photo library function, you should be able to access the photos from within the DCIM folder when connected to a PC but that option is hidden with the icloud function turned on.
The thing is I am a new iCloud Photos user and I really don’t know what’s at fault here. Uploaded all my photos that I have on my PC to iCloud (that’s many gbs to be exact), turned on Photo Library from iCloud on PC and turned on Photo Library from my devices as well. Seems so straightforward yet it isn’t working because I can’t see the uploaded photos on my iDevices. The only thing I can blame is the beta right now but I wanted to be sure that I’ve done everything correctlyMy problem is that when I tether my PC to my iPhone my PC doesn’t see any photos under DCIM. I thought that was the one. That was a bad one for them to release early, unfortunately.The public beta for iOS 13 was announced as coming in July but actually arrived June 24th 2019

That’s exactly what I’ve done. My PC library is uploaded on iCloud successfully. If I go to my iCloud.com from an ipad/iPhone I can see the photos I uploaded from the computer. But they are nowhere to be found in the Photos App. I have a spare iPad running iOS14.6, I ‘ll see if they sync there.It should be pretty straight forward;

2. Turn on iCloud Photos
3. Ensure that you have enough cloud storage for your photo library
Now, depending on the size of your library, it might take quite some time to upload all of your photos to the cloud. Once that is complete, they should be available on any device that is logged into the same icloud account with the photo's option turned on. Might be a network issue but so far, it is working for me between the following;

Yup it works on ipad runnning 14.6. I believe it has to do with the beta. I will wait for the next beta and if it’s not resolved I will contact support although they will tell me not to run betas I’m sure. It’s not a show stopper I can leave without my library for a while now that I know it’s not my fault hahahIf it still will not work, I would contact apple support. Since it is just the beta that is bugged, it would be best to file a report with the feedback app to be honest. Settings > Your Name > iCloud
It’s also under the Wi-Fi and cellular settings, click the name of the cellular network or the ‘I’ next to the Wi-Fi network. I had to turn that all off.

I'll test that later, as my network connections are horrible with it turned on so have it turned off for everything right now. On to beta 2!
Going to jump on a limb here but some people are less concerned about tracking when at home, vs abroad, especially when reliant on public wifi like at a coffee house. With that said, I typically use a VPN when abroad but I host the VPN myself, so even when I am out, I am connecting to my network in my name but that way other's can't intercept the traffic.right, but WHY would you turn it off on a particular wifi network (aside from degraded performance, of course!)

So this may answer my post. There’s still no way to toggle off that annoying notification banner at the top for phones that use custom icons?I also noticed when turning off the “Shortcuts” notifications in Screen Time, you don’t have to wait the 45 seconds or whatever you used to have to before.
