No, it's supposed to be part of the Health app (way to store vaccine records). It's listed on the full iOS 15 feature page and there is also a screen floating around (which I have issues finding again, but I've seen it).
This is in the blog post by Apple:
Found it in the developer video outlining changes to Health records:

The screen above happens when you import a *.smart-health-card file or scan a QR code for one, it's available internationally (not just limited to the US / Canada / UK, where Health Records are available).
If it can be added manually—i.e., with no proof—it's useless. Can you add a manual entry for it? Or is it just a file/QR code?
I stopped using the Plex app years ago. I use Infuse instead… it transcodes videos better than Plex. I login into my Plex account under the Infuse app.Very stable on my 11" iPad Pro. However, there is an issue with Plex if you use that. Some files won't load up with sound. Some can be transcoded to work properly, others can't. If you use Plex, I'd wait.
The developer video says you can get it by scanning the QR code or by importing a filetype. There is no manual entry option in the health app, at least not without having a Health provider linked (which is not possible outside certain regions). The Immunization record is, however, available internationally via the scan method. Can you add a manual entry for it? Or is it just a file/QR code?
The code itself and your ID is proof. They have apps here to scan the QR code to verify it being valid and then they should also check your ID to verify that the code belongs to you. That‘s as tamperproof as it gets.If it can be added manually—i.e., with no proof—it's useless.
It started happening to me too and now I figured out why they didn’t before. I think Apple Music is using data even for downloaded lossless/Atmos tracks. I had the data saver enabled for cellular streaming before and I still managed to eat through 5GB of my data just playing already downloaded tracks.Yep. I’m on a 12 mini.
The music just stops at :15 and won’t let you scrub forward or press “play” again or anything.
Non-Dolby tracks play fine.
It works but any songs that are the Atmos/lossless stop playing after about 10 to 15s in...Can anyone verify if CarPlay is still properly working?

Now with the cellular disabled for Music entirely it happens with almost all the lossless tracks. Never goes beyond 15”.
I’m surprised there isn’t an article on Macrumors highlighting the severity of this issue.
I don’t think it’s limited to iOS 15 itself. It’s beta 1 of a major release. And who knows how many users it impacts.
I didn’t explain myself clearly, I meant could I invoke it to manually add, so I tap to add, and it pops open the NHS app to import it into health. If it can be added manually—i.e., with no proof—it's useless.
Not to worry you, but this happened to a tech YouTuber with iOS 14 beta. He couldn’t fix it.Does anyone here have any issues with Face ID? It stopped working for me and I’ve tried to reset it and did a restore. I can’t even set it up
You are correct. Thanks. As soon as I enabled cellular data for music, it started playing them correctly. This sucks, though, and I hope they fix it because I don’t have enough data to use…that is the whole reason I download the songs! It started happening to me too and now I figured out why they didn’t before. There is a high chance apple’s DRM not working properly, since checking license shouldn’t eat through lots of data or any at all as license can be cached (what’s the point of offline listening if license needs to be checked all the time?).It started happening to me too and now I figured out why they didn’t before. I’d say it’s more than checking for DRM. I’m on WiFi most of the time and only listen to music about 20 mins one way and Music still managed to drain over 5GB of my data. And adding to the confusion is I set my cellular streaming to “High Efficiency” which would make it impossible to use that much data in such a short span of streaming. And now I’m without data at all for another couple weeks. There is a high chance apple’s DRM not working properly, since checking license shouldn’t eat through lots of data or any at all as license can be cached (what’s the point of offline listening if license needs to be checked all the time?).
Hope a fix is coming soon.
