Dev only for now.

public beta could be tomorrow, or 2 days time like the last Public Beta was 2 days after the DB

Important to note though: I'm getting the betas through an invite to the AppleSeed program I got last year. Ever since the initial iOS 14 beta, I've been getting betas at the same time as developers, but they've always been labeled as "public".
