So, at least for me, I'm coming from 16.5, no beta release, to the iOS 17 beta, and it's coming in at 6.19GB in size. Folks on the 16.6 betas seem to have less to download.

Are you on a beta build? Going from Beta to Beta usually only does delta updates, going from „public release“ to Beta is what mostly causes full installs.
