I’d say, 18.3 RC tomorrow and 18.4 b1 this Wednesday. 😁
It seems unlikely, as it would give users only one day to upgrade/test the RC, and prevents Apple from releasing an RC 2 if needed.

Have they done anything like this before? (Besides the concurrent 18.0 and 18.1 betas.)
 
Normally. But not always. See, e.g., iOS 18.1 betas.
Probably the oddest example for some time using Apple accounts to lockout access to first version of Apple AI seeds until I believe the second seed of 18.2 where finally a unified seeding applied to all iPhone users (qualified vs not qualified). Glad that is well behind us now.
 
Glad to be wrong, but with beta 3 being last Thurs, I am thinking tomorrow or Thurs for RC (potentially beta 4). Also for record Apple announced Black History month items on Wednesday Jan 17th last year.
