Yes, Watch is same build as RC.Not showing an update on WatchOS so guess it’s the same build
Exactly the same experience for me.But this release today changed anything. Even the Friday now became a legit possibility for new major updates. Crazy.
OTA update from RC2 is shown with 11 Gb but jumped more or less instantly to „preparing“ update on my phone. Pretty sure the download was much smaller than 11 Gb.

Haha. Was fully in the zone today with listening to music (Nas & DJ Premier Album). Never expected this final release today. But never say never… as we saw.Might want to check your software updates
What ever they fixed/changed with RC2 and the new build night have pushed there plans a couple of days, and if Christmas wasn't coming up public release night have been on monday but they probably need next week to get 26.3 out before they are out of office. But this release today changed anything. No love for macOS 😥So no changes for MacOS it seems...
I've REALLY been hoping something more stable would be out for a 'point'2 update by now. I had an issue with my MBP Photo App Library not updating, so I tried a restore when opening the Photos app, and it's never once finished restoring over the last month.. It seems to time out after about 24 hours. I was told to keep it minimized or even closed all together, and just let it go in the background.. nope. I've killed the bird process, rebooted, I've even tried installing the latest build which ended up being the RC and final release, over itself, and am seeing no change. No love for macOS 😥
If you put the toggle in the control center, the local capture configuration option remains visible. If I delete the toogle the option disappears, I will have to report the error again. So far so good, local capture still disappears when going to settings > general but I don’t use it.
