I got the update on my iPad Air 2, but not my iPhone 6+.
I tried restarting and witching to 3G many times, but no success.

iPad keyboard gestures on iPhone still not there confirming earlier reports its dead.

Sad to see best new feature gone

Things I noticed running on iPad, so not sure it it applies to iPhone too

Fixes:
- fixed misaligned proactive search bar (not sure if it actually fixed the problem where proactive wasn't showing at all, mine kicked in randomly like 2 days ago)
- fix misaligned search suggestion bar when searching eg YouTube app
- fixed delayed status bar when going to home screen
- fixed missing keychain auto fill option on the keyboard
- new notification logo in settings
- fixed squared battery logo in settings

Bugs:
-When going to spotlight by swiping down it only shows your siri suggested apps which I think is normal. However once I close spotlight the full proactive menu shows for like a split second, sort of like half faded in. Looks odd and happens about 80% of the time
- battery usage in settings still takes long to load.
- seems like the new slid right gesture in Safari doesn't work anymore.

That's the kind of blur I like. It reminds me of how iOS 7 was originally shown when it looked beautiful.

I do prefer the blur to be less heavy but it comes at a cost as the font flickers as the writing passes behind it. I think it might be a bug though as its only present in News, Phone and Photos (so far)

Back to Search is not showing when jumping in to Apps from Siri Suggestions. Bug or not this makes sense to me, I purposefully launched the app, I didn't perform a search.
