Hmm wonder why they would remove a feature half way through the beta though? Is it possible they're just trying to iron it and and make it better before they put it back in?

It was only demo'd as an iPad feature. Perhaps it wasn't meant to be on the iPhone, but made it's way in on accident. The feature wasn't removed from iOS 9 all together, it just isn't available on the iPhone.

Any info why this is the case? It's much easier to set your cursor on the iPad that it is on the iPhone? Yea, the action was a little glitchy in Beta 2, but I think that would be a very handy action.
 
Pull-down search field starts acting weird if you pull it down and hide it repeatedly...started flashing the proactive search page a couple times.
 
On my 6+ when I slide over to proactive, I see (under the Siri Suggestions) the top of the icons that are in the "Show More" section. They would be on the third row. I restarted which cleared the view but it came back again after clicking a news article then returning. Not seeing the same thing on my iPad.
