That's not supposed to turn it off. It's just supposed to not turn on if it is locked and face down when a notification comes in.

Didn't turn off for me...
42mb update to the GM makes it feel like a night and day difference. The GM was as smooth or slightly better than 8.4.1.
This small update to the GM is great
My 6+ is still doing some heavy indexing and appears to be rebuilding my photo library. For those complaining about responsiveness and performance issues, I would give it some time.
The new build is far better than the GM, I tried the GM, & 8.1 Beta - both times, setting up as a new phone before reverting back to 8.1.4. It is quite a big difference in terms of lag and responsiveness. Small things, such as no response when pressing the Home button (or registering one as two, therefore bringing up Apple Pay) seem to be gone, Control Center, Notifications & Siri Suggestions transitions are smooth and almost completely lag free. No more delay when swiping right to get enter the passcode... these were all things I experienced throughout my time with the GM, with very few applications installed.

Maybe the update was to enable Metal? They might have had it turned off until iOS 9 was out officially.
I really don't understand what turning on metal means. This isn't simple code you can comment out so it runs one way then you flip the switch and boom! I think there's more going on than that. I could be wrong.
In my experience, you have to wait about 30 seconds after you close all apps before you do the reset in order to keep the apps from returning. Not sure why, but that's how it's worked for me on iOS 9.The lag and stutter from the GM is still present. Also, the bug where if I quit all my apps, and do a hard restart, they're all still open when the phone turns back on. So we got a ****** GM and a ****** public release. iOS 8 all over again. Good job apple
It works that way because when you close alll your apps, its like a computer, the App may be gone from the switcher, but they are still closing down in the background. Check it out for your self. Perhaps - though I would be more inclined to go with the comment below. It appeared that overall performance was being capped.
