Control center stutter drived me crazy.
Maybe ios 9 is not fully optimize for iphone 6 or its hardware is too old ...

There's no shot the hardware is too old. If the 5s' control center stutter was fixed, then there's no way our hardware is outdated lol!
 
Try swiping up and down slowly at the very end, you'll see frame drops.
Ok. I see it. I am sure I see it.
And then?
Rather than lag, I would like I can call out and pulling down without swiping more than once.
 
I think at this point we need someone really knowledgeable in user interface software design coding to explain how & why stuttering creeps in here and there & just what could be the reasons that Apple has consistently failed to solve the issue in subsequent iOS releases.

There's obviously some reason why it hasn't got considerably better.

iPad Air


iPhone 6


Compared to iPad, iPhone 6 is buttery smooth. The more noticeable minor stutters on iPhone are in Spotlight and scrolling in applications. On iPad Air... well you can see how bad it is without pointing fingers.
 
This is off topic, but how do you make those videos? :)
Connect iPad/iPhone to your Mac open QuickTime Player, click on File > New Movie Recording, then you'll find an arrow \/, next to Record button, click on it and then pick your device.
