Sounds like a deliberate decision to me. They're trying to create a pattern where they hold back features purposely so that non-dev enthusiasts would stop installing beta software!Even if all the features of Apple Music weren't ready to go, they should have included the new Music app in the earlier iOS 9 betas and then flipped the proverbial switch on the 30th. Having to wait for a new beta for an app that exists on an earlier version of iOS just strikes me as odd.

But what if they forgot?That's something they'd probably do in advance because they can update the site to a new version with the click of a button, just like when the site is suddenly updated after an event with the new stuff.
