Yes, as a web dev I often find my sites propogate on cellular/data than on my wifi. It has helped some people, it may not help others. Nothing I can do about that

I switched to the cell network, let it be for a while, no update, got frustrated and just switched back. Then THERE IT WAS. Downloading now.

As per the main MacRumours Beta 3 thread just found this.....
If you have the WatchOS Beta profile installed on your phone. Remove it, reboot, phone and then you should get the iOS Beta 3 software update.
Worked for me, OTA now downloading!

i had that on iOS 9b2 initially and just rebooted the device and it booted up with everything thereStuck currently on an Apple ID page to finish setting up iCloud...
