Considering a nexus due to ios9 shortcomings?

The best thing to do if you want a new phone is to wait. I think the 6P is the best Android device out, but it doesn't do anything significantly better than the Nexus 6, which is $250 brand new from Amazon. As for iOS, I like the 6S+ with 2GB of RAM, but face it, iOS hasn't been anything spectacular in awhile. A 5C runs just as well as the 6/6+/6S/6S+. Innovations with phones have ceased to do much. The Surface Phone, which is rumored, could have an X86 processor, which would take mobile OS usage to another level.
maybe....but if it's running Windows 10 mobile...then not so much.

As in Intel atom? The Asus Zenfone had an Atom chip and as far as I know it wasn't particularly good.

I have Zenfone 2... It has strong hardware, but software sucks ball. However, you can easily unlock the booyloader and flash CM 12.1.CM runs great on Zenfone 2, stock Android is always way to go.
