As I understand it, the share sheet is necessary because of the iPad’s sandboxed apps approach which is fundamental to the iPad’s security—in which case it’s on developers to properly support the share sheet. Apps missing from the share sheet is one of my biggest issues with iPad usability, but I don’t know if there is anything Apple can do about it besides beg developers or basically scrap the iPad altogether and make a Mac tablet (I don’t think they should scrap it).
I just installed Goodnotes and it's in my share sheet. So if anyone is having trouble with it they probably need to reinstall it
