I can kind of understand the situation in NA simply because of the size of the market. And they have guns and seem to get really angry about waiting.
The thing I find frustrating in Japan is how Apple will prioritise getting stock to stores over online orders. There are so few stores here that lots of people would have to travel quite a bit to get to one (you would have to fly; I'd have a 2-3 hour train journey). For example, I had ordered a 9.7" iPad Pro Smart Keyboard in March/April and was waiting ages and finally went to the Osaka store where they had well over twenty in stock. And the same thing happened with the iPad itself a few weeks prior: happened to be in Tokyo, stopped by a store and left with what I had ordered online a week and a half before.
This prioritisation is happening to some extent with the iPhone 7 (there was at least one Jet Black 7 available at the Shibuya store this morning; and lots of rose gold phones around the country). The 7 Plus, too, had stock in stores this morning, but it was quite limited and sold out within 15-30 minutes.
