Also can't install. MacBook Pro 13" 2018 Touch Bar.
Issue is a seemingly non-downloadable file apparently required to allow startup by Catalina. Download starts, gets 3/4 complete, and drops out, back to the menu where the options are 'try again' or 'choose another startup disk and restart'.

I attempted this last night, with multiple fresh installs of Mojave and attempted Catalina.

Tried to do a clean install after making a boot USB disk. Could not erase my Catalina target disk from the boot disk. Rebooted to another disk and erased target and then started boot disk again. System froze after about 5 minutes in. Tried this twice to the same result. Think there is a problem with disk utility on the boot disk, as maybe it was at the point of creating the new Data portion. I did get installed after booting from an alternate disk and then just executed the installer.

Did you ever figure out a fix for this? I have the same issue.
You have to go to the Apple Store and have to logic board replaced...
I had the same and my computer is being serviced at the moment...
Can you describe what you did to get there? I'm trying to gather some evidence to lodge a claim with Apple. If I can gather several people with the same issue that will give more weight to the claim.
It's the second time around it happens for me and it seems to be linked to some issues with the T2 chip.
In my case both time I tried to boot from a USB drive with Secure Boot set to No Security and External Boot set to Allow booting from external media and Secure Boot determined that the operating system must be updated before it allows the system to boot. I connect to my WIFI and then go through with the update. It states that it will take a while and the screen will go black for up to one minute. The first time around I waited for 20 mins and then realized that the computer was dead. Impossible to power on and no chime when I plug the power cord. Apple replaced my IO Board, Fingerprint Board and Logic Board.
The second time I waited for 2-3 mins and same result.
I'm waiting to hear back from Apple that the computer is fixed...
