MacPro3,1 is not that much different to MacPro4,1 and 5,1 so yes, you can install Windows 10 on MacPro3,1.

However there is a difference in that you need to install it in "Legacy" mode since as far as anyone knows, MacPro3,1 does not support UEFI mode for Windows ... at least not without some as yet not validated gymnastics.

They told me that snache and if the mac pro 2010 has 4 cores and the same more powerful than a mac pro 2008 8 cores-

The MP 5.1 did drop in price in the last 3 months on eBay. If you are on budget, you can go with a 4 core and upgrade it to a 6 core yourself. Or you go with a dual CPU setup right away. You basically want my sig setup if you need power but don't render much. The 6 core was the fastest single core performer on the platform. However also the dual CPU board rigs are reasonable priced now and will loose further since Apple Silicone is on the horizon. The difference is substantial. If you don't want to swap a CPU yourself, look for a 6 core 3,33 MHz Hex machine with an AMD 580 on it. With the patch that will get you up to Catalina which will be fine for many years to come.
