Started to get the same error yesterday. On my mac with HighSierra it gives a mzfairplay.sinftoolFailure_message message.
And it is definitly not iOS related, since it shows the same problem on my iPhone 5s with iOS 12.4.3.
 
For those of you who just want to update your apps on your iPhone/iPad and also have a Mac that you can connect them to, this worked for me:

Install Apple's MacOS App from the MacOS App Store: Apple Configurator 2

Run Apple Configurator 2 and Select the device you want to update and make sure you are logged in to your iTunes account inside the app. You might have to log out and in again if you are a previous user of the app.

Choose Apps, then scroll down (it helps if you sort the list by name) to the app you want to update and choose Add.

It will tell you that the app is already installed and ask if you want to Replace it. When you opt to Replace, the latest version will be installed and the number in the red badge on the image of the your device on will be decremented by one.

Repeat for all apps that you want to update.

Configurator is only an option for iOS. Can't update my Mac Apps too.

Now it becomes annoying, because there is no response from Apple. Don't know if Apple search for the cause or not.
 
People need to contact Apple Support. Posting here or on Twitter isn’t going to do anything. Make sure you have Apple Support escalate a ticket to engineering. That’s the only way this issue will get noticed.

Yes my Mac app can't be updated too. It's irritating. I have already log a case with apple and escalated to engineering.

Does anyone know a work around for updating Apple TV apps other than deleting and reinstalling?
 
The Apple Configurator 2 solution may work with Apple TV, since it is a supported device.

Unfortunately I don’t have a Mac.

Edit:

I found that iMazing can update iOS apps. It claims to support Apple TV, but I can't figure out how to pair the Apple TV 4K since that lacks a USB port.

Been having the same issue for like a week now. on iPhoine X and iPad Pro 3rg Gen. Glad I'm not the only one and I didn't restore. I did try everything else.

Have done it on weekend. But also make rants here ;) it's for sure a certificate issue or wrong certificate validation on Apple side.
 
Another morning, another dozen or so apps added to the update list. As usual, I try updating every single one, just in case... and today's winner is Spotify!

No idea how/why this happens, and no luck with the remaining 68 apps. Sigh.
Updated to 13.2.3 last night, which fixed nothing (no surprise). Downloaded Apple Configurator 2 but might not use it – might be better to keep things as they are for the next time I talk to Apple.

I can confirm that the "update" function in Apple Configurator does not work for me either, at first it said there were no updates available, but I realized after using the "add" method that I was not signed into Apple Configurator with my AppleID. After authenticating with my AppleID and using the "update" feature I can get a pop-up that says "waiting for the device", but it never updates. Going into add and "replacing" the outstanding apps manually is the only way to get any app updates.
 
I tried Configurator 2 about one hour ago. It said that all of the apps on my iPad were up to date--even though App Store on the iPad showed that there were 6 apps for which updates are available.

I tried C2 again a few minutes ago. It showed that there were upgrades available for 8 apps. I chose to get the updates and C2 got them and installed them on my iPad. App Store on the iPad now shows the downloading circles for the 6 updates that it was listing--and those circles are stuck.
 
Ugh having the same issue. Mine started last night or today, since the latest updates are marked yesterday. Tap UPDATE and it attempts, fails then just goes back to UPDATE.

So I guess a "good" sign is the number of people complaining about this on Twitter grew today (as aggregated by Down Detector). Either they just noticed it today or it's started to affect more people which should get Apple's attention.
 
This is @_leetgeek_ from twitter. I can confirm, as others have stated, iMazing deff works for updating your apps on the iPhone and iPad. The Apple TV though unfort does not work with this program as far as I know.

I’ve confirmed it works, but I’ve also confirmed that it doesn’t install the “slim” version of the app which is why the install sizes via iMazing are larger than the App Store.
 
When this is finally rectified, when an update comes out for an app, do you know if it will reinstall the slim version?
 
I'm still running 12.4.1 on my XS and I'm also having this issue. It started yesterday evening and now I have about 28+ updates refusing to install. I tried a soft reset and nothing...
 
At this point, I’m nearly convinced that having made an in-app purchase in a TestFlight app with a real Apple ID used to log into the App Store in the past is what is causing this problem.

I reached out to 2 people who newly posted about this problem on Twitter today and both said they have done so. There’s too many people replying that they’ve also done so for this to be a coincidence. I know some people have said they haven’t, but I feel either they did a long time ago and forgot or they aren’t experiencing the same problem.

Myself I made an TestFlight in-app purchase 9 months ago and was not logged into the Sandbox account at the time this issue started, so if that is the cause it will likely eventually affect anyone who has ever done so in the past.

Didn’t even realize this sandboxed account was active until this thread. Interesting take on it and kinda makes sense though weird that it JUST started this week (for me anyway). But can confirm I made an in-app purchase using Test Flight a couple of months ago. Wonder what the fix will be.

i did have an in app purchase with TestFlight many months back. Not sure if it’s the cause. But seems like more and more people are having this issue. Should make a hashtag so we can use it on twitter and some other places
