It is clear that at 12:14:17 your Mac has been woken by something ('com.apple.message.waketime: Dark Wake from normal sleep').
I don't suggest that this is 'normal' as a whole, but it is likely to be a 'normal' cause and effect situation. i.e. something has happened that called for the Mac to wake, and it did.

Now that that has been established, you could try this command in Terminal:

log show --style syslog | fgrep "Wake reason"

When you press Enter, nothing will happen for a few seconds, then the log will display.
This should give a better clue as to what the cause was.

By the way, in the meantime (sorry if I am repeating previous suggestions):
- Do you have 'Wake for network access' switched on? In that case the Mac would wake "At regular intervals so that your Mac can notify other computers on the network that its resources are available."
- Also, enhanced notification will wake your Mac. To disable this you should turn on 'Do not disturb'.
- One of your USB devices could send a wake signal. Have you tried unplugging them?
- Bluetooth can send a wake signal. Have you tried switching off either Bluetooth on the Mac, or all the Bluetooth devices?
- Obviously I assume Power-Nap is already Off.

just did another 2 hour test and fans on again ..
here's the result from terminal

does this give any clues ?

I did press the keyboard button , and it woke the Mac from sleep !! .. which is weird because I have all 3 bluetooth wake options off! normally I have to press the power button for wake !
also yesterday the display icon did notshow in the menu and the dimply prefs did not have the show in menu option box ! that's weird too ? I hear Catalina is really bad, could this be just badly written software ?

It is a matter of points of view.
First of all, I am using Mojave and my Mac also wakes at regular intervals (typically every 2 hours), so not a Catalina specific problem.
But also, I am not worried by this behaviour in the least. I accept that it is waking to do stuff that was deemed necessary by Apple, and that is good enough for me. It does what it needs to do and then goes back to sleep.

I have not made any effort to stop this from happening. I don't keep 'Power Nap' switched on, but I do keep 'wake for wi-fi access' switched on because I often access either of my Macs from the iPad or from the other Mac or the phone or the ATV.

I wish you good luck in finding a solution that leaves you happy.

if it was normal apple would have just said that's normal .. but they wanted to know more.
also my latest 2 hour test I did not have ethernet connected , wifi was off .. and no fans ..
so pretty random I guess ..

This is also happening to me. After two hours, the blower fan in the side turns on, but not the front 3 fans. Has anyone found a solution?

no real solution .. I had a replacement Mac Pro because of this but was exactly the same. dead on 2 hours the fans come on in sleep mode. after a month of trying things my only solution is to turn off wifi then sleep .. this fixed the fans coming on ... would be nice to know if its the Mac connected to the net calling out or my router that is causing the Mac to wake ... for now , I'm just happy I can sleep it !
also both Mac Pros had , the fans are quite loud .. well for me in a dead silent room ... when they turnoff you can hear the difference ... its not a s bad as past Mac Pro jet fans, but when my Mac is doing nothing intensive like just reading emails , it would be nice to have them really low or off until needed !

Ah I see. I only use Ethernet for internet. maybe I’ll try turning off the Ethernet interface.

By the way, were you able to disable tcpkeepalive? I’ve tried everything and it still shows up with a value of 1 with pmset -g

I used ethernet too , but reaching behind every time I wanted tot to sleep and then re connecting was a pain .. much easier to go wifi and turn that off with just a click
