Seems to be a known issue
This workaround works for me:

1) Quit Parallels (shutdown any running VM)
2) Open terminal and type this command
sudo -b /Applications/Parallels\ Desktop.app/Contents/MacOS/prl_client_app
That's good, but every time I closed the Parallels app, I have to start the process again when I want to start the app! I'm looking for the resolve permanently.

Parallels was unable to provide help on this, but I needed a workaround and here it is. I have only been able to reproduce this bug with bridged networking.

Parallels is reading the "Default" and "Ethernet" adapters incorrectly. I am close to figuring out the pattern, but even creating an "Ethernet 2" does not help. The workaround is to use the wi-fi adapter if "Ethernet" is your primary or "Ethernet" if wi-fi is your primary.

Steps to fix:

Assume: Connection to the Mac is wired and "Ethernet" is the Mac's primary network.
Enable Wi-Fi and allow it to connect to your network. You will have 2 IP addresses, but as long as Wi-Fi is later than "Ethernet" in the "Set Service Order", you are all good.
For the network of the guest machine, choose "Wi-Fi". There is another tiny bug where you may have to select it twice if the machine is active. Make sure it was selected.

Bridged networking will now work, albeit over wi-fi. I intend to experiment with a second physical network adaptor, but for right now I just needed my virtual machines up and running.
What if my primary (and only) network is WiFi? Can you explain this better? Thanks!

P.s. Sorry in advance, English is not my first language so I'll probably do some mistakes.

Hi! I Found the solution of this problem. You can use this to start Parallels without sudo and it should work.

1. sudo nano /Library/Preferences/Parallels/network.desktop.xml
2. find <UseKextless>1</UseKextless> (value can be -1), and change the value to the <UseKextless>0</UseKextless>
3. if you can't to find this tag, then just create it under root tag <ParallelsNetworkConfig ...>here</ParallelsNetworkConfig>

Result: you can start/restart Parallels without sudo - network will work.

It really works ! :)

Last thing to sort out is USB mapping - still not working.

They say that the file XML is locked and I can not change the usb settings. I have already changed privileges settings in "get information" of the file but nothing.. I opened the XML file with Text edit...what can I do? sorry for my English and thanks who will reply.

Copy the file to the desktop, edit it with a text editor, and replace it with the original folder.

ok thanks.... but now for the usb recognition I have got a problem.... windows recognize correctly all the usb devices except my iPhone (which is the one I need to connect). What shall I do?

Hi Andrascii, congrat, it works for me too. well done

Ciao, ho cambiato la stringa <Usb> 0 </Usb> <Usb> 1 </Usb>, ma le mie chiavette USB continuano a non funzionare, hai altre soluzioni? Solo tu puoi risolvere il problema. Grazie

Check the Ask me when a new external device is found in Parallels Settings. Do not recognize the usb stick in the window menu
Physically separate and remount, and then select a window from the selection screen.

Good morning, forcing the recognition works, with two more steps the problem is solved even if it is a little annoying, but I think it is the only working way for now, always hoping for a definitive and 100% working solution.

Are you guys using the official Parallels Desktop app? Cause I've got no issues with Network or USB running in Big Sur.

Hello,
I applied all the solutions of the thread, thank you so much !
It works for the network, but, although I modified the XML (dispatcher.desktop.xml) and the USB opening options in Parallels, it doesn't work for USB (well, it only worked once).
When I put a USB terminal, Parallels asks me to choose between MacOS and Windows, then nothing. This is true for a storage key, like a dongle-key for a software under Windows.

MacBook Pro 15 2018 - Big Sur - Parallels 16.1.1 (49141)

Have you tried the official version from Parallels website?

This worked for me:

sudo nano /Library/Preferences/Parallels/network.desktop.xml

1. I had -1 as value there

2. Changed to 0 and on press CLT+O to save and then CLT+X to exit

3. Restart was required

4. On next startup - internet connection was available in my guest win10. Hurrray!

In VM hardware settings i can see that network source is bridged > en5 (which i suppose is network adapter on mac)

Not gona change anything here as it works now.

Thanks.

Hey guys please check the link below it will solve your problem specifically "Network Initialization Failed" :
