Idled cruise ships anchored offshore to avoid dock and harbor fees. They send security/maintenance staff out on small tender.

Technically, any boat can anchor for free vs marina docking, but typically in the calmer inland waterways and why you will see yachts pulling a dingy behind them (or mounted on deck), but the waterway channels are too shallow, or bridges too low, for a cruise ship.

Where is this place?
Münster, Germany. The church in front is the St. Paul's Cathedral, the one in the back is the Liebfrauen-Überwasser Church. (You can't throw a brick in Münster without hitting at least two churches and a dozen of cyclists...)
