This plant is an Aechmea fasciata. It has a story
I received it few years ago with one flower. Beautiful. Then I was hoping it was going to bloom again.
It didn't but after few months I saw two small growth in the same vase.
To make the story short: those are the children and it took from 4 tor 5 years to bloom again. The mother plant died to give all the nutrients to the new growths
 
Lately there has been a turtle who has been hanging around an area in the water not far from my deck; yesterday I was surprised to see two of them, and watched them with fascination for a while, since it seemed that they were getting to know each other. It's the wrong season for breeding, but I think they were checking each other out. Often one of them would be submerged under the water, but I did manage to grab a shot when both of them had heads up and were looking at each other....

It looks like the root system (and very bottom) of some kind of aquatic plant. It appears that some animal - fish? an amphibian? - has laid its eggs on it. That's the red part, which can be seen better in the first photo you posted.
it has a silver ball head and a rusty hook on it. pretty sure it's a fishing lure. I think it's something like this, but I'm not a fisherperson.

I think you are both right. It appears to be the roots of an aquatic plant that was ripped up by a fishing lure.
