Is your router not connected via 100mb? Some older routers, the WAN port was only 10mb.

My router is, as the box says, NETGEAR 54Mbps Wireless USB 2.0 Adapter (WG121).

Ah, that's not a router, that's just an adapter. So you are wireless and USB, quite a few things can come into play - the configuration of the ActionTech on his side, how far you are from it, what physical barriers there are between you, etc. You'll never truly see 54mbps through it, but you should be getting up into the 20s atleast.
I'm fully cabled to directly to the FiOS router, so there are no network delays to that point.

Lol... I know, meh, right now I'm back in my home country, it sucks in Internet bandwidth here. 1Mb/s is the lowest you can get, the highest? Take a guess? No? Well, it's 2Mb/s. Man are we left behind. Although its a definite improvement over 4 years ago where 256Kb/s was touching heaven and 128Kb/s was ending standard. And 6 years ago people were still on 56Kb/s
