There are a couple of ways to do this, my favorite is take the picture duplicate the image, and blur the background then slowly erase what you want blurred.

I like it because it gives me the most control over what i am doing, though it takes longer.
 
Im not very good at photoshop, I mainly just make signatures for forums and alot of displacement mapping, but heres an old, simple website I designed.

ok... here's what I made a while ago and modified them recently. some new parody.

the CNN one is actually our school. Made that to complain about our "rescheduled" science test. They changed the date 2 days before... how nice. anyway I got 81% for that :p

PS. The "School Explosion" in black/yellow bg should say "BREAKING NEWS" in bold. they've just changed it recently on the real CNN.

not photoshop, but i did just "finished" this in illustrator. I still need to make the King and Jack for class :eek:

A panorama I knit together. Only a couple of artifacts that got left behind...turned out pretty good considering how poor the original photos were.

You have me a little perplexed...because that is a statement rather than a question.

Yes, the pentool is difficult to master...but there are some amazing things you can do with it once you understand it's properties.
