I'm sorry but you really did seem to be making another point, look:
That reads to me as when using Tapatalk on Android you can pick and choose what you get notified about, whereas on iOS you can't. Which isn't true. The only difference is that in iOS you need to go into the app to access those settings.
Whether notifications settings being all centralised in the main OS settings is better, sure I could see how you might prefer that. Personally I don't really care about that particular point.
Whether or not notifications are better in general on either OS, that to me comes down to many other points as well. Like how are they grouped when they appear, how are they designed, can you reply directly in a notification and how is that handled, how do they work when the screen is off, what interaction options are available for them, etc. That's what I meant by "system behaviour". One specific example would be how Android has a notifications history available at the bottom of the notifications shade, so you can access accidentally swiped notifications - which iOS doesn't have, so one clear point of advantage to Android there (I also generally prefer Android notifications).
