1. Yes. Download the .mp3/.wav/.m4a files and change them to .m4r. They will now open in the Ringtones section of iTunes.
2. If you've been syncing with your computer, there's no reason to "wipe out" what's already on it. When you sync your phone, it adds the new items, not remove everything and only put back the new stuff.
3. If you purchased ringtones from iTunes, you should be able to re-download them by going to the Purchased section in the iTunes store on your phone (not tested, I haven't bought any ringtones)

I had one that was Bender saying "I've got mail", but when I synced my phone it disappeared and I can't remember where I got it from.
How does one lower the volumes of text tones? I have some I'd like to tweak for sure. The normal way is greyed out in iTunes.
I found the "I've got mail" clip.
Just a warning...I tested this on my phone and it's really loud. Even with the volume set to two bars it's attention getting.I don't know how to lower the actual file volume to be better adjusted to the iPhone, but I would if I knew how.
Edit - I loaded the file into Audacity and moved the dB slider to -25 and it's much better. If you've downloaded the original and feel it's too loud click the link again. Also I've added George Carlin saying "There's a letter in your mailbox".
