Stupid question, as I have never paid attention. What does that actually mean? Is that the date the build was completed?

I would assume so. It makes sense because for most of the betas, it seems like Apple builds the betas and does some internal testing before releasing it into the wild.
Yep, that's when it was completed, but would then go through some QA testing with the devs before they approve the roll out this week. Usually they aim to sign off for release by the end of the friday, so they can push it out on the monday/tuesday.
Finally Apple released iOS 10.3.3 beta 3. Available for public beta testers too I saw the update on my iPhone right now .

Me too . I thought that Apple would release iOS 10.3.3 final . But, I think this is the last beta for iOS 10.3.3
I hope so. This year I thought "Maybe IOS 11 has nothing worth my time.", so I wasn't very interested in the keynote. I saw it anyway and when I saw custom CC I immediately thought "Well, now there is something to make me anxious until September. F***!"
Hell Yeah , I want to install iOS 11 on my iPhone as soon as possible. Its in beta stage , so I wont risk any iOS 11 beta right now.
I will wait for iOS 11 beta 3 and then I will certainly upgrade my iPhone 6S Plus.
I'll wait it out until official release. I prefer a stable release instead of a beta one. But yeah, super excited for that at least!

I will probably be one of those people. Every iPhone I've had since the 4 has had its best performance on its original iOS version it shipped with. My 7 feels almost as smooth on 10.3.2 as my 5 did with iOS 6. I'll be keeping it here unless I see that iOS 11 makes it up to par with iOS 10 on the 7. Maybe 10.3.3 is taking a little longer because of the release of those new iPads. They are tidying things up.
