iOS 10.3.2 had a 12 day difference between last beta and public release. If this is the thing here, we might not see a public release until next week.
Well the final beta of 10.3.2 was not the same as the final. It had a build number change. This build already got that change.

still too many bugs in b6 to be final...nothing reproduceable but at least 1 bug a day... very disconcerting for b6

Its definitely the final. The build number always suggests that, unless they find something major (but unlikely). All resources are now going to iOS 11 at this point.

iPad mini 4 seems to be stuck on 'Preparing Update' and iPhone 7 Plus failed download, retrying now.

Why next week? It's a week since beta 6. Beta 6 was released last Wednesday. I'm still running iOS 10.3.2. If I upgrade to iOS 11 public beta and then try to restore back to iOS 10.3.2 through DFU mode I would be stuck in the recovery boot loop. I can only downgrade from iOS 11 to iOS 10.3.3 beta 4 through a special iOS image restore link in beta.apple.com.
