Apple has just confirmed iOS 10.4 is coming in the future by saying in the bug report, "The issue has been fixed in future release iOS 10.4. Please, test the issue when iOS 10.4 becomes available."

I don't think 10.4 is a thing, 10.3 will release somewhere in mid-late march, it's not enough time for 10.4 before 11.
 
Apple Engineering Team did the comment. So it must be a thing.
It may have been a typo. They wouldn't typically acknowledge a bug and then say that it won't be fixed until an unannounced version that would have to be multiple months away. I'm guessing that they probably meant that it will be fixed in a later build of 10.3.

Yeah, I've thought that that and asked them if it is a typo or not. They again confirmed that iOS 10.4 will be released in the future.

Intriguing. I still stand by my prediction that iOS 10.3 will receive new iPad features of some kind, but now I'm kind of struggling with the time line.

10.3 could possibly launch in the first week of March with no additional features. Then maybe iPads will launch late march running 10.4 with no dev beta? Or maybe a very short dev beta. I especially like this theory because it means that the iPad features will get more press coverage closer to the iPad launch date.
 
8.4 wasn't released till WWDC. So if there will be a 10.4 it won't be released until then. But I highly doubt there will be a 10.4.
 
So is this how it works now, apple engineers give inside informations about upcoming iOS versions to anybody?

One, they're not "anybody". They're (supposed to be) developers. They did this with an earlier version as well. I think they told people on 10.1 to test a fix on the as yet unreleased 10.2 (my memory on this is a little hazy, so maybe someone else will have a clearer recollection). I think a 10.4 with iPad features makes some sense.
