you are correct- it doesn't *have* to be at Apple Park-- they will *want* it to be there
"They" may "want" it to be there, but it doesn't mean that was even planned, or even if it was that they didn't already have another location as backup, which means that there isn't necessarily any particular effect one way or another on 10.3 or iPads or anything like that based on anything related to Apple Park.

I think we are less likely to see new Apple products tomorrow; the front page article failed to mention other services will be undergoing maintenance as well.

Hmm New iPad after-all. And no "event". Also New iPhone 7/7P. Perhaps iOS 10.3 later today also.

Apple announced that 10.3 will be available in April. So my guess is one or two more beta's and then final release beginning of April.

New products preorder starts March 24th, they need to release the final version before that

Mmh, as discussed yesterday, Apple likely has a version for the revamped products in place. They could still use 10.2.1 for those products and ship iOS 10.3 on the date of the event which could be announced later this week.

Today: iOS 10.3 beta 8
Next week: iOS 10.3 GM to developers/public beta testers
CW 14: Apple Event for the 10"5 iPad + public release of iOS 10.3/macOS 10.12.4/watchOS 3.2/ tvOS 10.2

I hardly classify that as a new iPad. Its a spec bump. No 'real' new products launched. Spec bump on iPhone SE/iPad, new watch bands, new iPhone color. But nothing "new". This is just a replacement of a 2.5 year old Air 2. iPad Pro did not get an update, just like I said.

LOL Oh ok. Not really 'real'. We will go with that. Although the iPad 4 was a replacement of the iPad 3 too. o_O

The iPad 4 offered a much faster processor, double the RAM, lightning port and more over the iPad 3. This is literally a brighter screen. Look at the front page article comments, pretty much no one classifies this as a 'new' (next-gen) iPad. Nothing that was released would require 10.3 because nothing has new hardware for new features.

Well, that implies that iOS 10.3 would certainly be available at least by sometime in April when this new Clips app will be released. But there's nothing there to imply that it wouldn't come out before that app or before April even.

If we go off the past (yes I know the past doesn't always predict the future), when Apple has announced an app requiring a certain iOS version, we typically get the iOS version the day before or even the same day, but before the app is released. No different than with macOS updates and iWork updates.
