Correction: Apple needs OS X for Xcode. You don't need a Mac to run OS X.

True....but Xcode is a huge program as OS X is a huge OS that would need ported to Arm.

So just port Xcode to a Arm app and forget about porting OS X as we know it.

I will stick with X86 regardless what Apple does.

I am now imagining Apple offices filled with Hackintoshes. Hey Tim, I can help you out with that, my Hackintosh is really cool. Benches same as Mac Pro (doesn't have Xeons tho), cost 1/3 of the price.

But of course Apple has tons and tons of non-Apple hardware running OS X. In order to market a computer, you must first design and test it; and, therefore, Apple will have plenty of prototype devices of all sorts (assuming that they haven't just stopped doing Mac R&D work).

I would guess they still have plenty of Xserve-like devices lying around, or older Mac Pro enclosures containing more up-to-date hardware (given how much easier it is to install hardware into the classic Mac Pro than the cylindrical Mac Pro). And yeah, probably even devices from other manufacturers...

They have plenty of non-Apple PCs running OS X. In fact, they even have OS X running on the Surface tablet and the forth-coming Microsoft Surface iMac due the end of the month. Remember when Steve announced the Intel switchover, the development machines you could buy for 1000 bucks were Dell machines.

They'll be having a good laugh at this in Cupertino. You do know that the engineers and managers are avid readers of blogs and rumor sites so they can see what leaked and what didn't.

They will be really pleased to see that absolutely nothing about a new mac mini has leaked. Either that is good security, or there is no imminent new mac mini coming. I wonder if there will be an October event - tempus fugit.

I'm in disagreement with the overriding sentiment here…

I think a series of events/timings have conspired to make updates to many of the Mac lines not possible or worthwhile carrying out.

I surmise Apple have chosen to go longer between updates than they'd ideally like. I think we're likely approaching the plateau of that 'dry' period and will see a plethora of updates very soon.
It is possible that Apple are planning to do a big mass upgrade of their Mac range. But they can't leave it much longer, and it needs to be a very solid leap in performance, not just some tweaking and lots of hype.

They are also going to have to stop their blatant gouging on things like upgrading soldered in factory RAM. Currently charging $320 (AUD) to upgrade a Mini from 8 to 16 GB. $320 for 8GB of RAM. Nah, get stuffed, Apple.

Sadly, I don't see that happening. Overbuy up front or replace the entire computer.

I put a AMD RX 480 GPU in my hack this weekend because Apple has built drivers for them in the latest Beta release. It works fine except Apple has limited their performance compared to my Windows 10 partition and by a almost 50% in some benchmarks probably due to TDP for iMacs.

I have decided to take it out and return it for Nvidia 1070 for Windows and my Linux partition. I will be using the IGPU for the macOS hack. I'm so disappointed in Apples lack of X86 support.

There's such an intense hunger for all models to get upgraded, that there's no way Apl is going to release them all at once. Certainly not the Mini first. The mini will be last.
My prediction (first to last):
  1. MBP
  2. iMac
  3. MP
  4. Mini

Marketing doesn't come cheap, you know. Especially when you have to keep coming up with new ways to repackage blatant price gouging for outdated hardware as the Best Deal Ever™.
