The more AMD makes Vega GPU's, the smaller the design cost is per GPU. No one knows for sure how much the R&D cost per GPU is going to be until AMD stops making them.
Same with Tesla, they're not losing money with every car... every car makes them profit, but the numbers sold have been too low to cover the costs. So, the more they sell cars, the less deficit they make and finally they'll cross the break-even line someday... but not yet.
