possibly a glitch. Let's hope you get yours on 9/24/2021 as promised.
I feel like in the last 3 or 4 years, on Thursday before iPhone launch/arrival Friday, UPS tracking changed from arriving tomorrow to the generic, check back later. I think we all panicked in these forums and I ended up calling UPS and they reassured me that I'd be getting my iPhone the next day. The tracking was fixed shortly after. Gave everyone a heart attack!
 
Even if you did call or email to make a request. Because it's international shipping, most information is still hidden from public view so you will have to wait till tomorrow after the import scan. Only after that you'll see all other information on your tracking overview. Such as clearing customs and in regards to requesting a hold for pick up.
It seems as if in previous years my local UPS CC wouldn't show up until the phone had been import scanned. Not sure, though.

Eventually it is, so say a pallet is on the plane but not the manifest....oh no someone in ZZ screwed up. That pallet would be set aside by customs - I think something like this happened a few years ago, it seemed some peoples phones took awhile to get through customs..

As far as what happens to an actual pallet, I have no idea....I would assume that they would have to inspect each one to make sure it indeed is a pallet of iPhones vs a pallet of contraband that looks like iPhones.

Also customs includes paying whatever needs to be paid... in the US that could be duty tax, in the EU VAT? Not sure how it works there.

C’mon, Apple. I’m really getting tired of seeing that my pickup will be available <null>.

I hope the phones were QA’d with more care than the Apple Store app. 😛
