Well, I don't doubt it will be able to sustain their performance without thermal and power limit. ARM's problem is the lack of native applications, not its performance.
Burst performance and sustained performance are different. TDP will go up in base for sustained performance or else you risk having a high turbo clock but not enough power to sustain the boost, thus dragging it back down. Outside of thermal dissipation, you're looking at maybe 50-60 watt TDP for an ARM processor meant for desktop use. Ideally you'll want all the cores to be high performance cores, not slow/fast cores.
 
iPad OS confirms that Mac OS is officially legacy technology. Touch displays are not coming to the Mac, ever.

I can only hope that they’ll start building MS Surface Studio-like iPads in the future.
