Weird glitches during restore from minimalization of any app

I always thought that it was a consequence of changing the dock behavior via terminal commands, however this time was a fresh install. I've been experiencing this since I installed Ventura over Monterey, close to 3 years ago.
 
macOS Tahoe 26 - still not fixed. What really bothers me is that not a single reviewer has ever mentioned this, even though the problem has been around for at least 3+ years.
