It is just not Apple’s approach. From the beginning, Apple was against laptops with touch screens. I do not think Apple will ever make a convertible tablet running macOS. Apple will rather update the iPad Pro over the years to become a substitute for a laptop. But that will take time, not happening any time soon.
Even if they have their own goals and do not want to make a touch screen laptop, isn't money the bigger motivation. They know there is demand for it. A powerful tablet running macOS, with a keyboard attachment and mouse/pointer support. They have to know it would sell like crazy. I would buy it. I just don't understand why they can't get their heads out of the sand and give the customers what they want.
Apple seems to only compete with themselves. If they cared about surface, they would have added at least ONE iPad specific feature when iOS 12 dropped. I think they’re raking in the rough, getting complacent and don’t really care that much about how long it takes for iPad to become more capable. I think they view it as “we have this cushion of money that will let us take all the time we want updating the iPad to be a better machine”. They’re in no rush.
That’s why whenever anyone is like “ohhhh just wait for the next update! Apple will really wow us next time!” I’m like...pshhhh. What world do you live in.

If you want a tablet running macOS, just wait for some ten years to see if iPad evolves to become a laptop replacement. Maybe it will, maybe it will not.

It's a very slow transition but I think Cooks comments about the iPad being the only computer a lot of people need is a big hint on where they will end up. I think that the Mac line will gradually fade away and the iPad will be the future of computing from Apple. Clearly it won't happen over night, but I think that is where we are headed.
Well, Tim Cook said at least once that the iPad is the only computer he needs most of the time.
I agree that Apple will tend to focus on the iPad as the computer for everyone. I am not sure if it will end up phasing out the Mac in the years to come because of that. But the iPad processors did really had a huge improvement.
I don't think it will happen for many years, but I think as the iPads get more powerful (mainly enhancements to iOS) that Macs will be relegated to niche use by a small number of people for specialized tasks.
