You're forgetting the all important fact that Apple releases OS X and iOS point updates together.

10.11.2 just got beta 5 yesterday. They won't release 9.2 final before 10.11.2.

Same happened in Yosemite. 10.10.1/8.1, 10.10.2/8.2, 10.10.3/8.3, 10.10.4/8.4

10.11.1/9.1, and will be 10.11.2/9.2

But it isn't entirely out of the realm of possibility for 9.2/10.11.2 to be released tomorrow. Unlikely, yes, but still possible.

everybody is anxious about 9.2 and you are right, all we know our devices is not stable enough and still covered with bugs, and all we hope to 9.2 clear most of them.

:)

Speak for yourself. 9.2B4 is great on my devices. Haven't had any issues at all. People always want new updates to play with, whether X.x or X.x.x. Its a way to stay occupied.

There have been iOS releases where an OS X release didn't happen the same day or even the same week.

Some betas on x.x.0/x.0 sure. But public releases of 10.10.1/8.1 through to 10.11.1/9.1 have been same day.
It seems that iOS 8.2 was out on March 9, 2015 while there was no OS X update for a whole month prior or after it. iOS 8.1 was out on October 20, 2014, while an OS X update was out the week prior to that. And prior to iOS 8 there were quite a few examples of releases not aligning as well. So basically there's quite a bit of precedent for releases to happen at different times, even if more recently they have been aligned--basically it's not to say that the alignment won't continue, but that it wouldn't be all that unlikely, let alone essentially improbable, for them not be aligned.
