That's not true and physically impossible but it's clear that here people don't believe in physic so whatever.
Is it your assertion that a regular iPhone 13 would take a BETTER photo between 3x and 5x than a 15 Pro Max? If so, we’ll just have to agree to disagree.

The iPhone has 3 lenses everything else is marketing BS. They count e.g. the main lens 4 times for 24mm, 28mm and 35mm or 48mm. The reason is that for 24mm they use pixel binning (combining 2 pixel of the sensor) by default and the output is 24MP of the 48MP sensor (which can be changed in the settings). So going to 28mm they use 24MP as well but just with a smaller sensor surface same for 35mm or 48mm.
But in the end if you use less sensor surface you have less light and if you have less light you have a lower quality no matter what. But the default resolution is always the same and its not upscaled like the macro e.g.
A macro shot as i said is always from the 13mm lens but zoomed in. The reason is technical (see above).


And btw ofc is a Pro Max no matter what better than the regular iPhone. No tele lens is always worse than having a tele lens (except you never use it).
 
How will a base model iPhone 15 taking a portrait photo in x2 mode be in comparison to an 11 pro taking a portrait photo in x2 mode? (I'm debating whether to upgrade)

I think the difference is not noticeable. The iPhone15 will take a photo on the 26mm lens and it will be digital cropped... so it will use a part of the 48MP sensor which has a bigger surface (but is btw not the same as the Pro Sensor). The iPhone11 Pro will use the native 56mm lens without any cropping and use the full area of the 12MP sensor...
In the end the result should be nearly the same with maybe slight differences in processing.

Specifically for portrait photos, the shallow depth of field rendering is going to be MUCH better. Additionally, they appear to have finally nailed how to capture fine hairs such that they don’t get blurred with the background like they would on the 11. And, taking lower light portrait mode photos is actually something you can do with the 15 that’s impossible on the 11.

And, again, specifically for portrait mode, you don’t have to choose up front if you want to capture a portrait. You just take the pic and you can convert it AFTER capture to a portrait mode pic. So, for portraits, things have changed so significantly that you’re bound to really see a difference.
