I tried the HDPI fix and the monterey beta and neither seem to work for me (set low power for battery and plugged in mode) - both still have the GPU at 18w on idle.
I tried to reset NVRAM however got some errors due to find my mac not being disabled by the old owner - would this be causing any issues?
This is on a 4gb 5500m with 3840x1200 res widescreen via usb-c or hdmi. As soon as I unplug and use the laptop in normal mode it drops gpu down to 2w or less so its definitely an issue of it spooling up when connected to my monitor...

Did you combine the hidpi and Monterey beta at the same time? They might conflict with each other.

Are you using Monterey Beta 5? Do make sure both the displays are set to exactly the same refresh rate.
I'd suggest creating a separate partition and clean-installing to test it.

I’ve also noticed on the latest beta with monitor and internal screen I can turn on low power mode to get from ~16 watts to ~5 watts, then close the internal screen, then turn off low power mode and with only the external monitor it will stay at ~5 watts and I get full cpu power.

In experimenting it seems the Radeon power setting you have as you go from internal plus external monitor to external only will persist no matter what the low power setting is. So you can lock the Radeon at 5 watts or 16 watts regardless of the low power mode with external monitors only.

Yep im on Beta 5 - i'm going to do a full format and clean install now to test it out. Funny thing in Bootcamp via the new AMD bootcamp drivers that were linked earlier give me 4w idle so its definitely something to do with the MacOS setup.

Could you please let me know which AMD bootcamp driver version you are using?

I'm using the July edition drivers from bootcampdrivers.com

So I have done a fresh install of Monterey Beta 5, set the power and battery modes to low power and it makes zero difference for me when connected to my external display. Still sits at 17w-18w, if I unplug the mac it goes down to 0.1w for the radeon. In Windows with bootcamp drivers the radeon sits at 4w with the external display so i'm not sure why it isn't changing with beta 5.

Update: I connected the Mac to another monitor I have and it dropped to 4w idle. So it looks like this fix doesn’t work on ultra wide monitors / 3840x1200…

Hmmm, ok. Very weird. I don't think it has something to do with Ulrawides in general but rather with your specific model.

Would be interesting to know though if the 6W also apply to >100Hz monitors (open lid) in low power mode.
Nope, it doesn't. I tried a 1440p 144Hz monitor at a friend's place. On Monterey Beta 5,
Low Power Mode On: Internal 60Hz + External 1440p 144Hz consumed 18W.

I also own an LG 1080p 75Hz monitor.
Low Power Mode On: Internal 60Hz + External 1080p 75Hz consumed 18W again.
However, with the same monitor:
Low Power Mode: Internal 60Hz + External 1080p 60Hz consumed 5W.

Any chances to make normal temperature in open lid mode? Because i loose advantages of second screen =(

which MacOS version are you using? Also, what resolutions and refresh rates on both the displays?
Please check Pages 205-207 on this thread. It seems the issue could be fixed with the release of Monterey finally.

Ah damn ... only 60hz fixing right now ...

Hopefully they would cover high refresh rate monitors too in final release.

I hope Apple does not revert the low power mode from the Final release of Monterey. But considering their arrogance and complete disregard for customers, there's always a chance that they could screw up the final release. I hope this is an intentional fix from Apple and not a random fix that just happened to work in this particular Beta. Fingers crossed.
I mean it's in the feature list for Monterey. It's not like Apple suddenly added this in the Monterey beta later on.
I believe low power mode will be in final release.

Sorry might be too much of an ask, but U able to submit high refresh rate high power on Radeon as a bug report back to Apple beta program?

If I recall correctly, the external display fix in low power mode only appeared in Monterey Beta 4 & 5. I don't recall this being fixed in Beta 1 or 2. In July 2021, someone on Reddit posted that the Beta 4 fixed the issue for them. That's when I also found about about it.
Apple never 'acknowledged' the problem. 16" MBP customers are Apple's top tier pro customers who've bought their most expensive laptops & spent $3000+ on average. Considering how for 2 years they've completely denied the problem by saying that 18W power consumption was 'Expected Behaviour'... I have no reason to trust Apple.

Yes but low power mode was in beta 1. Apple could have completed the feature as it was intended to work in later betas. Yes you have no reason to trust Apple and this also applies to any company.

Can everyone please post the exact resolution they are running when reporting if it's fixed/not fixed?

This is how:
